2011 has been a great and busy year for Artisan Business Group and its China operation. We have organized over 10 EB-5 investment and Chinese real estate investment seminars, boot camps, and conferences in New York, Las Vegas, Boston, San Diego, Houston, Orlando, Los Angeles and Guangzhou China; all these events successfully attracted over 1000 business executives, commercial real estate developers, bankers, attorneys, immigration agents, government officials, venture capitalists, EB-5 professionals from all over the USA, China, Taiwan and Korea. In March, we traveled to China for the Invest America 2011 (Guangzhou) Summit & Exhibition which was co-organized by Artisan Business Group, the event had a great turnout.

In China, we introduced and worked on EB-5 projects affiliated with Hawaii Islands Regional Center, Northern California Regional Center, the State of Vermont Regional Center, EB-5 Jobs for MA Regional Center, Century American Regional Center, DC Regional Center, and Extell Regional Center. Many EB-5 regional center executives traveled with us to meet with Chinese emigration brokers around China. These private one-one-one meeting tours resulted many successful deals. Our relationship with licensed Chinese emigration agents and Korean brokers have been growing rapidly, some of these companies are the largest EB-5 emigration brokers in China. We also established close working relationship with Chinese emigration trade associations. Many Chinese emigration brokers have chosen Artisan Business Group to be their gatekeeper. The trust we earned is significant to our business.

In the US, we advised and assisted many companies in developing EB-5 investment projects under the Regional Center program, projects include hotels, manufacturing facilities, medical device, shopping centers, resorts, hospitals and office buildings. We even brought in Chinese emigration agents to sign marketing contracts with some good EB-5 projects without having the developers to be in China - what a money saver! We also had the opportunities of hosting a good number of inbound Chinese delegations and emigration agents who were very interested in exploring various business and investment opportunities in the U.S.

In 2012, we continue to organize EB-5 and real estate investment conferences and seminars around the country, we are planning events in Las Vegas, Miami, New York, Portland (Oregon), Chicago and other metropolitan cities. Mr. Brian Su will start a nationwide EB-5 consulting tour that will cover 20 cities in the US. We are also promoting Chinese events such as "Invest in America 2012 (Shanghai) Summit & Exhibition" in February and another major Chinese real estate expo in April in China. We are very excited with some new projects that we are working on at this moment, hopefully we will introduce these new EB-5 investment opportunities and real estate investment projects to Chinese market in next three months. In addition to EB-5 projects, we are also working on real estate investment and investment fund projects that are seeking Chinese investors.

I have been approached frequently by EB-5 regional center clients on how a Chinese or Korean emigration broker would select projects to represent in their markets. I will randomly share some insights next two weeks on this blog. Bookmark the blog, as I typically charge for such insights :), now you can get them for free!

1) Why do Chinese and Korean investors invest in the US through EB-5 program?
There are various personal reasons that Chinese and Korean investors have particular interests in investing through EB-5 regional center program. Main reason is putting their kids in the American educational system such as private high schools and universities. Being a legal resident, kids can go to school at much cheaper tuition, rather than paying foreign student tuition which is typically three times higher than American students. Investing through EB-5 program does not require investors to be educated in the US, or do business in the US. It is regarded the quickest way for high net worth individuals to immigrate to this country,

2) How can we get introduced to Chinese and Korean emigration brokers and agents?
There are a number of ways to get connected with Chinese and Korean emigration agents. The most effective way is to be introduced through industry expert such as our Artisan Business Group, or attend immigration trade shows in China and Korea. Cold calls and email spam should be avoided. You need to value Asian business culture which personal introduction and personal interaction are much appreciated than cold calls.

Chinese buyers lining up for US homes

(Source: China Daily) BEIJING - Chinese homebuyers have become the second-largest group of international buyers of homes in the United States, according to a recent report from a realtors association.
Sales from Chinese homebuyers made up 9 percent of the $41 billion in international sales for US homes, according to an annual report released by the US National Association of Realtors. It is a considerable spike in sales from the 2007 mark of 5 percent for Chinese buyers, before the financial meltdown in 2008.
The report tallied the number of sales for 12 months starting from March of last year. In that span, buyers from 70 countries and regions purchased homes in the US. Canada, at 23 percent, ranked at the top of the list, followed by China at 9 percent and India, Mexico and the United Kingdom each raking in 7 percent of sales. The five nations accounted for 53 percent of transactions among international buyers, according to the report. The total amount of property sales in the US over 12 months since March of last year was $1.07 trillion. The report, from an association that represents 1.2 million realtors across the US, said the international property purchases were heavily concentrated in four states - Florida, Texas, Arizona and California, accounting for 58 percent of sales. Governor O'Malley To Lead Business Executives and Educators on Asian Trade Mission

ANNAPOLIS, MD (April 19, 2011) – In an effort to strengthen ties and increase trade and investment with one of the world’s fastest growing economic regions, Governor Martin O’Malley today announced that he will lead a 10-day economic development mission to Asia departing in late May. The Governor, who has previously led international missions to Israel, Ireland and Sweden, will join business leaders and educators for stops in China, Korea and Vietnam, all top or emerging export markets for Maryland. The State has long maintained a strong presence in Asia, opening the Maryland China Center in 1996 and becoming the first U.S. state to open a trade and investment office in China. The State also has trade offices in South Korea; Ho Chi Minh City and Hanoi in Vietnam; as well as Taiwan and India. The Governor announced the trade mission during the signing of a Memorandum of Understanding with City of Seoul, South Korea’s Mayor Oh Se-hoon, which seeks to increase trade and investment opportunities, particularly in science and technology, between Maryland and Seoul.
“I look forward to leading this economic development mission not only to strengthen our long-standing relationships in China, Korea and Vietnam, but to ensure that we help Maryland-based companies tap into the tremendous economic expansion that is sweeping across Asia,” said Governor O’Malley. “With economists predicting that Asia could have 50 percent of global GDP by 2050, it is critical that we move forward now to explore new opportunities for trade and investment, particularly in our shared strengths on science and technology.”
The mission’s delegation will include Maryland Secretary of State John McDonough, Secretary of Business and Economic Development Christian S. Johansson, and Director of Ethnic Commissions David Lee, as well as more than a dozen private sector and academic leaders, including University of Maryland, College President Wallace Loh and the Governor’s International Advisory Board Chair and Chairman Emeritus of RTKL Harold Adams.
As part of the mission, the Governor and his delegation will meet with potential investment and trade partners and government leaders, including a visit to the City of Seoul. The Governor will address the 13th Shanghai Bio-Forum, one of China’s largest biopharmaceutical events, which attracts leaders from China’s top drug companies, and will visit the Johns Hopkins University-Nanjing University Center for Chinese and American Studies. The delegation will also participate in the Maryland in China Banquet, which will bring together Maryland companies in Shanghai as well as Chinese firms to discuss trade and investment in Maryland.
Last year, the Maryland Department of Business and Economic Development’s Office of International Trade and Investment engaged more than 250 Asian companies, helping to attract six new foreign firms from China and Korea to Maryland. In addition, the Office assisted 75 Maryland companies export their products to Asia, helping to generate $65 million in sales.
Maryland’s growing minority community accounts for all of the State’s population growth in the past 10 years. The State’s Asian population has grown by more than 50 percent since 2000, with Asian residents numbering more than 300,000.
The O’Malley-Brown Administration has taken significant steps to ramp up the State’s international outreach, including opening a number of number of foreign offices in targeted countries, convening the Governor’s International Advisory Council to provide strategic direction and develop a plan to enhance Maryland’s global profile, expanding the capacity of the Port of Baltimore with a new 50-foot berth, and opening the State’s first International Incubator in 2009 at the University of Maryland, College Park to help foreign-owned companies launch U.S. operations.
The efforts have produced significant results. Since 2007, Maryland has attracted more than 40 foreign-owned companies from high-growth countries, including China, Brazil, Korea, Russia, India, Sweden and the United Kingdom, with about one-quarter of these companies locating in the International Incubator. Companies range from Ellickson Software, an Ireland-based supplier of software and hardware to the hospitality industry which has an American location in Baltimore City, to Daewoong Pharmaceutical, the largest prescription drug supplier in Korea which has its U.S. operations in Montgomery County. Over the past two years, the State has opened foreign offices in Russia, India and Colombia to attract foreign-owned companies to Maryland and encourage trade opportunities. The offices, which are opened on a contingency basis with no up-front cost to taxpayers, are part of the State’s network of foreign offices in China (Shanghai), France (Paris), Israel (Haifa), South Korea (Seoul), Taiwan (Taipei), Vietnam (Hanoi and Ho Chi Minh City) and the Western Balkans (Montenegro).

Maryland is well-positioned for growth in the global market, with more than 300 foreign-owned companies from 30 countries currently calling Maryland home. Roughly 105,000 Marylanders, or 3.5 percent of the workforce, are employed by foreign-owned firms, with companies headquartered in the Netherlands, United Kingdom and Germany as the top three foreign employers in Maryland.

Anyone who has sought EB-5 investors from China and doesn't know who Brian Su is needs to take a step back and regroup. The reality is that China, as the world's largest consumer of EB-5 Immigrant Investor visas, is the "Wild, Wild East" for EB-5 Regional Centers looking for Chinese VC. China's booming investor market is administered by an unpoliced independent agency network which ranges from the extremely professional and reliable to the downright criminal. The decision on WHO your Regional Center should work with in China is not to be taken lightly.
In 2010, an RC client wanted to plan some China events. Although I like to think of myself as a seasoned veteran in that part of the world, it's been 14 years since I closed my satellite offices in Hong Kong and Manila; when I last had an office there, Hong Kong was still an independant British protectorate, returning to Chinese authority in 1997! Fourteen year old expertise is an oxymoron, needless to say.
Accordingly, I did what all intrepid attorneys do: I Googled. Then I Googled some more. Then I called a few friends here and there. And then I Yahooed. All roads - and I do mean all roads -- led to Brian Su. My initial reaction was that perhaps I'd finally found a guy better at marketing himself than me, a Deepak Chopra of EB5dom, if you will. After patiently explaining the nature of EB-5 marketing in China to us and going over his services and fees, Brian did what many in the EB-5 sector simply would never do: he told us that he didn't think we were ready for China yet. He explained that the client's project needed to have certain things in place and that he'd be happy to help us when it was time, but that he didn't want to take my client's money when he didn't think he could achieve their objectives as stated. In an industry sector where mediocre attorneys with little understanding of the EB-5 routinely send spam touting their "expert" $75,000 EB-5 Regional Center formation services to clueless, cash-hungry developers, an honest man turning away a paying client is a notable contrast!

China May Allow its Citizens to Buy up to US$200,000 Foreign Currencies Each Year

According to a recent report published in the China Securities Journal, the City of Wenzhou, Zhejiang Province has become the first Chinese city to allow private citizens to invest in overseas projects. The report stated that the city had already unveiled a pilot project that allowed its citizens to invest up to US$200 million abroad annually. According to the pilot program, individuals who are over 18 years old and have registered their legal residence in the City of Wenzhou and have passports would be allowed to make direct overseas investments. Applicants are not be allowed to invest in countries that do not have diplomatic ties with the People's Republic of China.
Mr. Zhou Xiaoping, a local economic and foreign trade affairs, said that the pilot program is aimed at creating a regulated overseas investment channel for individuals, encouraging private investors to take part in international commercial cooperation and liberalizing the city's economy.

Chinese citizens are currently only allowed to exchange a maximum of US$50,000 worth of foreign currencies annually. A recent news report indicated that Chinese government is ready to loosen its foreign exchange policy and allows private citizens to buy a maximum of US$200,000 worth of foreign currencies. If the policy becomes effect, more Chinese citizens will be interested in investing in foreign countries.

Governor Herbert’s is leading a trade mission to the People’s Republic of China from April 11-15, 2011. This trade mission will help Utah businesses increase their competitiveness and grow their exports in China’s dynamic and growing market. The trade mission will focus on matching Utah businesses with businesses in China, promoting Utah’s tourism offerings, and showcasing our state’s business friendly environment.

“Finding new markets for Utah’s goods and services means more high-paying jobs for Utah. China is a key trading partner for Utah businesses and represents one of the fastest growing destinations for Utah exports,” said Brett Heimburger, Regional Director for Asia at the Governor’s Office of Economic Development. “In 2009, Utah exported over $10.3 billion of goods supporting over 50,000 export-related jobs here at home. RVIA Applauds Deal to Export Motorhomes to China

Under the agreement, Winston Global Energy will provide $310 million in capital to MVP RV to promote motorhome exports to China. Additional capital will also be provided for development of all-electric RVs and fast-charging electrical systems. The companies expect to export more than 10,000 type A motorhomesand 20,000 type C motorhomes, valued at approximately $5 billion, to China over the next three to four years. The joint venture will also push the number of jobs at MVP RV, based in Riverside, Calif., from 130 jobs to over 1,400 jobs.
“This is an exciting development for our company and the RV industry,” said Brad Williams, MVP RV president and CEO. “The work being done by RVIA to help promote American involvement in the Chinese RV industry helped set the stage for this to happen.”
“This agreement illustrates the potential of the Chinese RV market for U.S. manufacturers and suppliers,” said RVIA President Richard Coon. “It creates jobs here in America to build state-of-the-art RVs that will be exported to China to meet the growing demand for U.S.-manufactured RV products.”

CHICAGO – January 20, 2011. Governor Pat Quinn today welcomed a delegation of Chinese government and business leaders to Illinois and announced that more than a dozen Illinois providers of soy products have entered into sales agreements with buyers from 24 Chinese companies.
“We are doing everything we can to ensure that Illinois remains a leader in the global marketplace. We are the transportation hub of the Midwest; we have the best farmland in the world; and we are committed to growing green technologies,” said Governor Quinn. “These important agreements with China will further grow our economy, and we will continue to show the world why Illinois is a premier place to do business.”
China is Illinois' third-largest export destination, and Illinois is among the top five states for agricultural export to China. Farmers and companies with operations in Illinois, including ADM, Bunge, Cargill, CHS, Columbia Grain Trading and Louis Drefyus, participated in the agreements with Chinese firms.

To further curb illegal fund-raising and crack down on criminals, the Supreme People's Court and the China Banking Regulatory Commission implemented a new judicial interpretation for trials of such cases. On January 4, 2011, China's Supreme People’s Court issued the “Supreme People’s Court on the trial of criminal cases of illegal fund-raising number of issues specific interpretation of application of the law.”

The number of illegal fund-raising cases in China has been rising since 2008, with about 5,400 suspects arrested in 5,000 cases, a senior police officer warned on January 11, 2011. Liu Dong, deputy director of the economic crime investigation department under the Ministry of Public Security, said police across the country had recovered losses of more than 12 billion yuan ($1.8 billion) from these cases. From 2005 to June 2010, police investigated 10,000 illegal fund-raising cases involving about 100 billion yuan., he said. "Due to the current domestic and international economic environment, the number of cases is still increasing, with an annual rise of 2000 cases and 20 billion yuan of illegally raised funds," Liu told a press conference. "We expect the growth rate of such illegal fund-raising cases and the risks caused by these crimes to remain high in the next few years." The standards will be considered in deciding punishments. Officials also said fund-raising crimes usually involve many victims and tend to result in mass incidents and petitions by the victims. According to the top court, many major illegal fund-raising operations were carried out under the guise of legal companies and projects to entice people to invest.

Groen Brothers Aviation Enters Cooperative Joint Venture Agreement for Production in China of Light Gyroplanes

SALT LAKE CITY, UT--(Marketwire - January 15, 2011) - Groen Brothers Aviation, Inc. ("GBA") (PINKSHEETS: GNBA), announced that its wholly owned subsidiary, Groen Brothers Aviation International, LLC ("Groen LLC"), formed to participate in the joint venture, has entered into an agreement with Guangzhou Suntrans Aviation Science and Technology Co., Ltd. ("Suntrans") to form a Cooperative Joint Venture ("CJV"). The CJV will be named Foshan Suntrans-Groen Aviation Co., Ltd. ("FSG Aviation").
The CJV will be a limited liability company formed under the laws of the People's Republic of China whose purpose is to produce in China for sales worldwide, light gyroplanes based upon GBA's SparrowHawk design. The agreement generally provides for FSGA to assemble, manufacture, sell, and provide related services for GBA's SparrowHawk Gyroplane Program, including the most advanced version of the SparrowHawk aircraft developed to date, the SparrowHawk III. It is expected that FSG Aviation will reintroduce the SparrowHawk III Kit into the US and world markets, followed over the next few years by a fully assembled light gyroplane using technology transferred by GBA to the CJV.
The agreement for the CJV will come into force upon the approval of the appropriate Chinese regulatory authorities for which the parties are in the process of preparing the necessary papers.
The total amount of registered capital of the Joint Venture will be Chinese Renminbi ("RMB") 100 Million (approximately US$14.7 million). Under the terms of the agreement, Suntrans will contribute RMB 75 million (approximately US$11 million) to the Joint Venture in cash and hold 75% of the shares in FSG Aviation; in return for its contribution of the SparrowHawk Program and transfer of certain advanced gyroplane technology, Groen LLC will hold 25% of the shares valued at RMB 25 million (approximately US$3.67 million).
GBA considers the formation of this Joint Venture particularly of value because the Chinese government has announced that it has begun a program to open to the public, Chinese airspace below 3,000 meters. "An aircraft that's easy and safe to fly, highly maneuverable and needing only a very short runway, which is essentially what the SparrowHawk Gyroplane is, ought to be very popular in China, as the country opens up to a new generation of private pilots," said GBA's Vice President of Business Development, Al Waddill, "especially since demand for personal aircraft should be far beyond the capability of China's current general aviation infrastructure."

This modern rotorcraft, named by DARPA as the "Heliplane," is designed to exploit GBA's gyrodyne technology; offering the VTOL capability of a helicopter, the fast forward flight of an airplane, and the safety, simplicity and reliability of a GBA gyroplane. GBA completed Phase I of the Heliplane contract and also participated as a subcontractor to Georgia Institute of Technology for tip-jet noise reduction work for Phase IB, which was also successful. To date DARPA has not announced funding for Phase II and the future involvement of the Company in the DARPA contract is unknown. The Heliplane could be the next generation rotor wing aircraft, meeting economy and performance goals not considered achievable by any other type of VTOL aircraft.

He told 24-Hour News 8 this weekend the trip is beneficial to the state of Indiana. “We feel that they've been extremely valuable. I think that particularly now, when other states are struggling so badly and Indiana is widening its lead as a good place to do business, I think maybe the prospects are even better than in some of our earlier years, so I am very hopeful,” said Gov. Daniels. The trip was financed through private funds. The group returns to Indianapolis November 17.

Auto Plant To Bring 5,000 Jobs; Build 300,000 Cars Per Year

Alabama Gov. Bob Riley announced Thursday afternoon that a Chinese automaker plans to open an assembly plant near Bay Minette, just a few miles from North Escambia.

Hybrid Kinetic Motors (HK Motors) announced plans to construct a new green-vehicle manufacturing plant in Baldwin County, Alabama, during a press conference held jointly with Governor Bob Riley, the Alabama Development Office and key members of the state legislature on Thursday.

HK Motors Chairman Yung (Benjamin) Yeung cited the strength of Alabama’s economy and the quality of its workforce as the main reasons for the board’s decision to locate its primary manufacturing operations in Alabama. Initial production of all model lines is expected to begin in 2013, with Phase 1 capacity of 300,000 vehicles, while creating more than 5,000 direct jobs.

HK Motors aims to be the first large-scale manufacturer of environmentally-friendly vehicles, which will help revitalize the American automotive industry while protecting the environment and stimulating the local and national economy. Utilizing a unique hybrid engine that employs compressed natural gas (CNG), electricity, and gasoline, the company’s vehicles will provide unprecedented efficiency at affordable prices to consumers, while bringing thousands of environmentally-friendly new jobs to American workers.

“Our cutting-edge multi-fuel hybrid powertrain system delivers excellent performance while reducing CO2 emissions to exceed Euro-2012 and future EPA guidelines,” said Chairman Yeung.

By utilizing natural gas, HK Motors taps into a resource that is abundant, exceptionally clean, and surprisingly affordable. The low emissions achieved by this engine technology already surpass the most stringent international standards, including those recently enacted by both American and European governments. By stressing mass production, HK Motors will be able to offer vehicles that are less expensive than the competition, without sacrificing driving performance, ride comfort, and safety.

Under the leadership of Chairman Yeung and an executive board with many years of combined automotive experience, HK Motors has chosen some of the world’s most renowned automotive companies to serve as its partners in this endeavor. Representatives from these suppliers were on hand for the press conference today, and many will also be setting up bases at the Baldwin County production base, bringing in more international expertise and offering more opportunities for local workers.

“It didn’t take long for Alabama to become a leader in the automotive industry. Now as America and the world begin making a historic transition to a green economy, we look to make Alabama a leader in the production of next-generation, clean-tech automobiles,” said Governor Riley. “Our Alabama team, in cooperation with local officials in Baldwin County, has been working with HK Motors for several months on this project. The plant, once funding is in place, will be located on 3,000 acres near I-65 and Highway 287. The location is about 10 miles from North Escambia.

Wisconsin Governor Doyle Leads Trade Mission to Japan, China

MADISON - Governor Jim Doyle is leading a trade mission to Japan and China from September 13-22, 2009. The trade mission will provide participants with opportunities to meet with distributors, potential customers, and key business and government officials. Washington State Regional Center showcased its EB-5 projects at the 13th China International Fair for Investment and Trade on Sept 8-11 in Xiamen, Fujian Province. Chinese Development Group purchases 54 acres in Mt. Pleasant, Wisconsin

Shanghai-based China SINB Group recently purchased 54 acres of land along Highway 11 in Mt. Pleasant in Racine County, Wisconsin.

SINB is a diversified holding company that is comprised of several units, including heavy steel industry, heavy equipment manufacturing, property development, deep water port development, international trade and financial investment.

The company has not announced specific plans for the property in Mt. Pleasant, but the site could provide a base for SINB’s business units in North America. Alternatively, the Company is considering further development of the site as a business park.

In addition, the company’s president and chairman of the board, Wanming Chi plans to purchase a home and establish a personal presence in Racine County.

The Mt. Pleasant property will be the company's first development project in North America. The company’s current investments include projects in several cities in China and Europe.

“The Village is thrilled to welcome SINB to Wisconsin and Mount Pleasant and we are anxious to work with them on their development plans proposed for 2010," said Mt. Pleasant administrator Mike Andreasen.

“SINB recognized Racine County’s strategic location in the Chicago-Milwaukee Corridor as an opportunity to serve customers throughout the U.S. and North America," said Racine County Executive Bill McReynolds. "I am pleased to welcome them to Racine County.”

The Racine County Economic Development Corporation (RCEDC) and Mt. Pleasant staff, were contacted for assistance several months ago by the SINB’s local agent LGO Global Sourcing. Located in Racine, LGO is an international agent that assists its customers in locating cast and forged products, ferrous and non-ferrous materials, stampings, wood products and hardware.

“The SINB project is a part of RCEDC’s strategic business growth programs," said Jenny Trick, deputy director of the RCEDC. "We are seeing a growing interest by Chinese investors in the marketplace that we hope will lead to alliances that will create new jobs in Racine County.”
